New York state oversteps its bounds: That’s Ridiculous

New York state is going to try to get “certain” out-of-state Internet retailers to collect sales tax from their New York customers, according to this report from CBS.
It’s not clear why New York thinks it has jurisdiction to get out-of-state retailers to do anything. Can someone please explain this to me?
